Defend U.S. financial systems from AI-enabled financial crime. The AI PLAN Act would require Treasury, Homeland Security, and Commerce to build a coordinated federal strategy to counter AI-driven fraud, deepfakes, synthetic identities, election interference, and market manipulation.

  • Federal agencies: Treasury, Homeland Security, and Commerce must deliver a joint report to Congress within 180 days and then annually. The reports must list ready-to-use tools and technologies and itemize people, hardware, software, and budget estimates needed to fight AI-enabled financial crime, with input from officials such as the U.S. Trade Representative, Attorney General, Federal Reserve Chair, NIST Director, Commerce's Under Secretary for Industry and Security, and SEC Chair.
  • American businesses and markets: Reports must include best practices and operational guidance to help firms and market operators detect and respond to deepfakes, voice cloning, false flags, synthetic identities, and other forms of digital fraud.
  • Congress and policymakers: Within 90 days after each report the three secretaries must submit legislative recommendations and incident response guidance to help close policy gaps and improve incident handling.
