Prohibits taxpayer funding for gender transition procedures. This bill would bar federal funds and federal coverage for a defined set of gender transition procedures and stop certain federal tax credits from supporting plans that include them.

- Families and patients seeking gender transition care would not get federal funding for those procedures and could not use Affordable Care Act premium tax credits or cost-sharing reductions for plans that include them. These ACA-related limits apply to plan years beginning 1 year after enactment.
- Federal patients and employees would be barred from receiving gender transition procedures in Federal facilities or from Federal employees.
- Insurers and employers face coverage limits. No qualified health plan or multi-State plan offered through an Exchange could receive federal premium credits or cost-sharing reductions for plans that include the prohibited procedures. The small employer health insurance expense credit is disallowed for plans that include those procedures, though separate coverage paid with non-Federal funds may be allowed under conditions in the bill.

No federal payment or care for gender transition
If enacted, this bill would bar any federal money from paying for gender transition procedures. It would also bar federal funds from paying for health plans that cover those procedures. VA, military, and other federal hospitals and clinics would not be allowed to provide these services. Federal‑employed doctors could not provide them as part of their jobs. People in Medicare, Medicaid, VA, or TRICARE could face full costs or lose access.
What counts as transition care
If enacted, the bill would define male and female by biological reproductive systems. It would define gender transition and list many drugs and surgeries as transition care, including puberty blockers, cross‑sex hormones, and several specific surgeries. It would not count some care, like treatment for certain birth conditions, fixing complications, treating precocious puberty, urgent care to prevent harm when a doctor certifies it, or male circumcision.
Private coverage only with nonfederal money
If enacted, the bill would let people, states, and localities buy separate coverage for gender transition care only with non‑federal money. Federal dollars, including a state’s Medicaid match, could not be used. You could still buy private coverage or pay cash, but only non‑federal dollars could fund it.
