- Adams Memorial Commission: Would extend the Commission's authority through 2032 and let it locate the memorial within the area shown as the "Adams Memorial: Eligible Additional Area" on the Commission's map. If that site is not suitable for physical or security reasons the Commission may place the memorial within the Reserve.
- Commemorative standards: Would add a "notwithstanding" clause so the memorial can be established despite the restriction in 40 U.S.C. 8908(c) and would update the legal standards that govern the memorial's design and placement.
- Statutory cleanup: Would repeal Sections 2 and 3 of Public Law 107-315 to conform existing law to the new dates and location framework.

More time and new site options for Adams Memorial
This bill would give the Adams Memorial Commission until 2032 to finish its work. The extension would be treated as if it took effect on December 1, 2025. It would let the memorial be placed in the area shown on the Commission’s map dated February 25, 2025, even if another law would normally block that site. If that area is not safe or workable, the memorial would have to be placed within the Reserve. It would also repeal earlier siting rules in a prior law and update related deadlines to 2032. Most changes would take effect when enacted.
