Sponsored By: Representative Carter, John R. [R-TX-31]

In Committee

Summary

The bill also would require the Secretary of Transportation to collect annual data from participating States for six years on how many drivers obtain a commercial driver's license under that exemption.

Show full summary
  • School bus drivers: Certain drivers would not need to complete the under‑the‑hood skills test when pursuing commercial driver's license credentials, reducing one testing requirement for those covered.
  • State transportation agencies: States that take part in the exemption would have to submit an annual report to the Secretary for a six‑year period counting drivers who obtained a commercial driver's license under the exemption.
  • Federal oversight: The Secretary of Transportation would be directed to make the exemption permanent and oversee the required state reporting and data collection.

Permanent license test waiver for school bus drivers

If enacted, some school bus drivers would skip the under-the-hood part of the pre-trip inspection test. This would apply when getting a commercial driver's license. The Secretary of Transportation would make this waiver permanent, using the same terms in the December 2, 2024 Federal Register notice. States that use the waiver would file a yearly report for six years on how many drivers got a license under it. It would take effect upon enactment.
