Summary
Requires Amtrak-owned passenger trains to have baby changing tables in restrooms and clear signage. The Act adds section 24314 to Title 49 and defines terms like “baby changing table” and “ADA-compliant restroom.” It requires at least one baby changing table in a restroom in each car of covered passenger rail trains, including in ADA-compliant restrooms, and mandates signage that identifies those restrooms. "Covered passenger rail train" means Amtrak-owned and -operated trains solicited for purchase after enactment and excludes trains Amtrak operates but does not own.

Parents get changing tables on new Amtrak trains
If enacted, Amtrak would need a baby changing table in at least one restroom in each car on covered trains. This would include the accessible (ADA-compliant) restroom where present. Signs would mark those restrooms and the tables. Covered trains would be ones Amtrak owns and operates and orders after the bill becomes law; trains it operates but does not own would be excluded. Tables would be for children up to 30 pounds.
