Summary
Equal toll access for over-the-road buses. This bill would require toll facilities to treat over-the-road buses (ORBs) operating in scheduled or charter service the same as public transportation vehicles on rates, terms, and conditions. It would also standardize the meaning of "charter service" across related tolling rules and require a public, unified database of toll rates and policies.

Equal toll rates for buses in pilots
If enacted, public authorities in a value pricing pilot would have to treat over-the-road buses in scheduled or charter service like public transit vehicles. Buses would get the same rates, terms, and conditions at the toll. This would apply only inside those pilots. It would take effect at enactment.
Public website listing toll rates and rules
If enacted, the Federal Highway Administration would post one public website with a toll database. It would list rates, terms, and conditions for toll facilities covered by the equal access rules. The first posting would be due within 180 days after enactment. The site would be updated every year.
Clear rules for bus toll and HOV access
If enacted, this would change who can get toll and HOV access as a bus. It would replace "serves the public" with "in scheduled or charter service." It would define charter service using existing federal transit rules and define over-the-road bus using the ADA. This would mainly affect bus companies and toll or HOV operators. Some vehicles could lose access if they are not in scheduled or charter service. Changes would take effect at enactment.
