- Families: Active-duty families could receive diagnosis and treatments such as IVF, sperm and egg retrieval, gamete or embryo preservation, and artificial insemination under TRICARE. IVF would be limited to no more than 3 completed oocyte retrievals while embryo transfers may be provided without limit per American Society for Reproductive Medicine guidance.
- Service members and dependents: The bill defines infertility to include failure to establish a pregnancy, inability to reproduce without medical intervention, and physician findings based on history, age, or testing. Coverage rules in the new Title 10 section would apply to services provided on or after October 1, 2027.
- Providers and the Defense Department: The Secretary of Defense would establish a fertility-related care coordination program and provide training and support to community health care providers about the unique needs of service members and their families. The bill adds a conforming cross-reference in Title 10 to require fertility care under the new section.
