Prevent U.S.-connected aid from supporting the Taliban. This bill would force the State Department to identify countries and nongovernmental organizations that have given aid to the Taliban, suspend U.S. foreign assistance to any actor that did so, and require strategies and reports to discourage such support while protecting Afghan women and girls and relocating at-risk Afghans.

Cancel unused Afghanistan reconstruction funds
If enacted, the bill would rescind all unobligated balances for Afghanistan reconstruction from many named accounts. The canceled amounts would be transferred to the U.S. Treasury general fund and applied to deficit reduction. This change would take effect upon enactment and would remove unused funding from numerous reconstruction programs.
New U.S. reports to curb Taliban aid
If enacted, the bill would require multiple new reports and a U.S. strategy to discourage foreign aid to the Taliban. The Secretary of State (with Treasury where noted) would deliver an initial set of reports: within 30 days on the end of bounties for Haqqani leaders; within 90 days and then every 180 days for 5 years on the Afghan Fund; and within 90 days on U.S. cash aid in Afghanistan covering Aug 1, 2021 through 30 days after enactment. Within 180 days the Secretary would also produce and begin implementing a plan to discourage foreign countries and groups from giving aid to the Taliban, and report every 180 days for 5 years on implementation. The bill would make opposing foreign assistance to the Taliban U.S. policy and require a review of U.S. aid to countries or groups that provided aid to the Taliban.
