More training and fellowships for U.S. diplomats
The State Department would add courses and online modules on the Abraham Accords and past peace deals. The Director General could offer short- and long-term fellowships or grants to eligible Foreign Service officers to work with partners in eligible countries and groups. The Secretary of State would set which countries count and submit a full training plan to Congress within 1 year, then report yearly for 4 years. The bill also says Congress believes this training is essential and urges instruction on the policy in section 104 of the Israel Relations Normalization Act of 2022.
New advisory board on diplomat training
The Secretary of State would set up a nonpartisan board within 180 days. It would have four experts chosen by leaders of the House Foreign Affairs and Senate Foreign Relations Committees. The board would give unanimous advice on curriculum, resources, and strategy for training on the Abraham Accords. This would guide training for State Department staff and does not provide money to households.
