Easier federal equipment transfers to police

This bill would make federal limits on selling, donating, or transferring federal gear to police have no effect unless Congress passes them into law. It would bar federal agencies from using federal money to enforce such limits that are not enacted by Congress. The President would be blocked from bringing back parts of Executive Orders 13688 or 14074, or issuing similar orders about transfers under 10 U.S.C. 2576a. Police agencies could ask to get back gear recalled or seized on or after May 15, 2015, at no cost. They would need to request it, meet transfer-and-use rules under 10 U.S.C. 2576a if they apply, and the item must be in stock when they ask. If these conditions are met, the item would be returned, replaced, or re-issued as soon as practicable after enactment.
