10-year plan to stock anthrax treatments
This bill would require HHS and the Defense Department to jointly write a modern 10-year plan to keep anthrax medicines and treatments in stock. Within 180 days of enactment, they would send Congress a classified report with the plan, which may include an unclassified annex. The report would cover how to replenish the Strategic National Stockpile and DoD stockpiles for civilians, servicemembers, and families on U.S. bases, including overseas. It would describe threats from foreign countries and designated terrorist groups, and how budgets, research, and purchases would support the plan, including for drug‑resistant strains. After the first report, they would provide annual classified updates to the same committees, which may include an unclassified annex.
Defines anthrax treatments and oversight roles
This bill would define an “anthrax countermeasure” as an FDA‑approved or authorized drug, device, or biologic, including antitoxins and preventive medicines. It would also specify which House and Senate committees receive the reports. HHS and DoD would have to act together and consult the Public Health Emergency Medical Countermeasures Enterprise.
