New power to destroy dangerous imports

This bill would let the health department, through the FDA, destroy imported goods that pose a significant public health risk. It would apply to items stopped at the border and refused entry, including goods beyond drugs and medical devices. If the FDA decides an item must be destroyed, it would be illegal to knowingly move, sell, ship it between states, or export it. The agency would need to finish the implementing rules within 90 days of enactment and keep them consistent with international agreements. The new rules would apply starting 180 days after enactment.
