Would require entities that receive federal funds to certify they will not perform abortions or provide funds to other entities that perform abortions. "Entity" covers the entire legal organization and its affiliates, and the rule applies to all federal funds, including contracts and subcontracts.

Limits on federal funds to abortion providers

Any group that gets federal money would need to certify it will not perform abortions or fund others that do. This would apply to all federal funds, including contracts and subcontracts. It would cover the whole organization, plus parent companies and subsidiaries. Exceptions would allow cases of rape or incest, or when a doctor certifies the pregnancy threatens the woman’s life. If enacted, this could reduce access or raise costs for people seeking abortion care. It would take effect upon enactment.
