Refundable tax credit to channel private donations into charter schools. This bill would create a refundable individual income tax credit equal to 75% of qualified cash or marketable securities contributions to eligible charter school organizations to fund creation or expansion of charter schools.

- Donors and taxpayers: Individuals could claim a 75% credit on qualifying contributions but may not also take a charitable deduction for the same gift. Each taxpayer faces a per-year credit limit of $5,000 and unused credits may be carried forward.
- Charter school organizations: Eligible 501(c)(3) charter management organizations or charter schools must obtain independent annual audits and direct contributions toward school creation or expansion. The bill requires spending essentially all qualified contributions with a 100% expenditure rule and a 10% safe harbor for administrative costs.
- Program limits and administration: Credits are subject to a nationwide annual volume cap of $5 billion with a $10 million allocation to each State. Credits are allocated first-come, first-served and Treasury must track qualified contributions in real time.
