Summary
Reserves certain federal contracts for small businesses when two or more responsible small firms are expected to bid. This bill would add a 'Rule of Two' to Section 15(j) of the Small Business Act so that any contract, task order, or delivery order with an anticipated value above the simplified acquisition threshold is reserved when the contracting officer reasonably expects offers from two or more responsible small business concerns and expects to award at a fair market price.
