Summary
Permanently blocks offshore oil and gas leasing in four Atlantic and Straits of Florida planning areas. It would amend the Outer Continental Shelf Lands Act by adding subsection (q) to Section 8 to bar the Secretary from issuing any lease or authorization for exploration, development, or production of oil, natural gas, or any other mineral in the North Atlantic, Mid‑Atlantic, South Atlantic, and Straits of Florida planning areas. Those planning areas are defined by their depiction in the 2024–2029 National Outer Continental Shelf Oil and Gas Leasing Proposed Final Program as noted in 88 Fed. Reg. 67798 (Oct. 2, 2023).

Permanent ban on Atlantic offshore drilling
If enacted, this bill would permanently ban new offshore drilling in four Atlantic areas and the Straits of Florida. Interior would be barred from any leases or approvals for exploring, developing, or producing oil, gas, or other minerals there.
