Summary
Would extend the excise tax exemption for alternative motorboat fuels to certain coastal commercial vessels. This bill would add language to the tax code so that fuel sold or used by vessels described in section 4042(c)(1) and actually engaged in trade between Atlantic or Pacific U.S. ports, including territories and possessions, is exempt under the alternative motorboat fuel rule in section 4041(g). The change would apply to sales after December 31, 2023.

Lower fuel tax for coastwise vessels
If enacted, this bill would expand the federal excise tax exemption for certain alternative motorboat fuels so qualifying coastwise vessels pay no excise tax on those fuel sales. To qualify, the vessel must meet the legal definition in section 4042(c)(1) and be actually engaged in trade between Atlantic or Pacific U.S. ports, including U.S. territories and possessions. The change would apply to fuel sales after December 31, 2023. Owners and operators of qualifying vessels could see lower fuel tax costs, but the change only covers the narrow group of vessels described.
