- Would give Congress a single, consistent dataset of disaster-related obligations to inform appropriations and budget requests.
- Would require OMB to report obligations by agency and account, by disaster, by disaster type, and by spending form such as grants and loans.
- Would make the report publicly available on the OMB website and require it be searchable, sortable, and downloadable so researchers, state and local planners, and the public can track spending and identify mitigation opportunities.
- The reporting requirement would begin with the President's budget submission for fiscal year 2027.
