- Agencies: TMF money is limited to modernization, cybersecurity, retirement, or replacement of high-risk legacy systems and to services that support those efforts. Funding moves in incremental, metric-based disbursements and agencies must repay transferred funds to keep the Fund solvent; projects can be suspended or ended if an agency head gives fraudulent application information.
- Federal and agency CIOs: Each agency CIO must submit annual lists of high-risk legacy IT systems and the Federal CIO will compile a Legacy Federal IT Inventory. The Federal CIO must name the top 10 most risky systems within 90 days of receiving agency lists and issue guidance within 180 days.
- Oversight and reporting: The Director must expand reporting on repayment, cost savings, and project risk to congressional oversight committees and the Comptroller General, with a possible classified annex. The TMF now has a firm sunset date of December 31, 2032 to guide oversight and solvency.

Agencies would need written agreements with enforceable repayment schedules to keep the Fund solvent until it sunsets. Transfers would normally be paid in steps tied to metric-based development milestones. Agencies would have to give the TMF Director required reporting information before each disbursement. The Administrator would suspend or stop funding if an agency head gave fraudulent or materially misleading statements.
