To amend the National Child Protection Act of 1993 to ensure that businesses and organizations that work with vulnerable populations are able to request background checks for their contractors who work with those populations, as well as for individuals that the businesses or organizations license or certify to provide care for those populations.

- Workers and contractors: People employed by, or contracted with, entities that have contracts with a qualified entity would become eligible for background checks.
- Volunteers and job applicants: Individuals who volunteer with, or seek to be employed by or to volunteer with, an entity under contract with a qualified entity would be included.
- Licensed and certified professionals: People who are licensed or certified by a qualified entity, or who are seeking that licensure or certification, would also fall within the definition.
