Summary
Accelerate U.S. adoption of post-quantum cryptography standards. This bill would amend the National Quantum Initiative Act and the Cybersecurity Research and Development Act to push voluntary standards, guidance, technical help, and grants that help critical and digital infrastructure resist quantum attacks.

Clear definitions for quantum security programs
If enacted, the bill would define critical infrastructure by using an existing law. It would define post-quantum cryptography, and which agencies count as sector risk management agencies. These definitions would guide who NIST consults and who could get help under the program. They would not by themselves create payments or mandates.
Guidance and grants for quantum-safe upgrades
If enacted, NIST would publish guidance and offer technical help to deploy post-quantum encryption. Help would focus on high-risk operators, like critical infrastructure and digital service providers. After NIST issues standards and if Congress funds it, NIST could award grants to cover reasonable upgrade costs, up to caps NIST sets. NIST would consult Homeland Security and sector risk agencies on the program. Participation would be voluntary.
More NSF research on quantum-safe cryptography
If enacted, NSF-funded cryptography research would explicitly include post-quantum cryptography. That could open more projects and student opportunities at universities. It would not itself provide direct payments to households.
