Limits Title X funds to providers

If enacted, this bill would block Title X family-planning grants to any organization that performs abortions. Organizations would need to certify they do not perform abortions and will not give Title X funds to other entities that do. The bill would allow abortions only for rape, incest, or when a physician certifies the pregnancy threatens the woman's life. Hospitals could receive Title X funds only if they do not, during the funding period, give funds to non-hospital abortion providers except for those exceptions. The Secretary could deny Title X assistance to any group that fails to certify. The bill would require a report to Congress within 60 days of enactment and then every year. Reports would list Title X grant recipients, each recipient's latest certification date, entities the recipient funds, and counts of abortions performed under the exceptions (total and by rape, incest, and physician certification). The bill defines "entity" to include the whole legal organization and its affiliates, and it references the Social Security Act definition of "hospital." If passed, this could reduce local access to subsidized family-planning and raise out-of-pocket costs or travel for low-income and uninsured people.
