Summary
Strengthens leadership, accountability, and transparency in federal use of the Defense Production Act. It would reorganize the Defense Production Act Committee and create a public, secure registry that tracks when and why agencies use DPA authorities.

- Federal agency heads would have to enter past and new uses of DPA authorities into a secure electronic DPA Registry within 180 days of its launch and update entries each quarter. The Registry must include uses going back 1 year before enactment.
- The Secretary of Commerce would select a full-time Chair from the Senior Executive Service who reports to the Secretary and leads the Committee. Commerce must ensure the Chair has staff and funding and each agency must name one SES liaison within 90 days to coordinate with the Chair.
- The Comptroller General would assess Committee coordination and the Chair’s information sharing and deliver a report to the House Committee on Financial Services and the Senate Committee on Banking, Housing and Urban Affairs within 2 years. The Registry would allow public and congressional access to non-sensitive information while protecting national security.

Within 2 years, the Government Accountability Office would report to Congress on planning, coordination, and needed improvements.

If enacted, the Commerce Secretary would set up a secure online registry within 1 year. It would list every federal use of Defense Production Act powers going back 1 year before enactment. Agencies that used these powers would enter data within 180 days and update it every quarter. The public would get role-based access, while sensitive details could be limited for national security. The registry would be protected against cyber attacks and manipulation.
