Summary
English-language proficiency standard for commercial drivers. This bill would require commercial motor vehicle (CMV) operators to meet a four-part English test: converse with the public, read and understand highway traffic signs, respond to official questions, and make entries on reports and records, and it lets authorized enforcement officers declare noncompliant drivers out of service under existing Federal rules.
