Summary
Greater transparency for hydropower relicensing. This bill would require the Federal Energy Regulatory Commission to send Congress annual, detailed reports on pending or stalled hydropower licenses, including why they remain unresolved.

- Operators get a clearer timeline and status for new and subsequent licenses, including whether an application is filed and the Commission's anticipated issuance date.
- States, Tribes, municipalities, associations, and citizens who notified intent at least 3 years earlier see the status of original license applications they plan to file.
- FERC must report per case the notice date, docket number, application status, expected decision date, upcoming proceedings, and actions required of licensees, notifying parties, FERC, fish and wildlife agencies, and other agencies.
- Congress and the public receive an annual, disaggregated snapshot by license type — new, subsequent under Sections 14 and 15, or original under Section 4(e) — to track delays and guide oversight.
