Federal help for extreme heat emergencies
This bill would let the President, through FEMA regional offices, help states and cities during extreme heat. Help could include grants, equipment, supplies, staff, and other essential aid, plus hazard mitigation even without a major disaster declaration. To qualify, a state or local government would submit assessments of likely loss of life and revenue, other available aid, and long-term impacts like infrastructure. Within 90 days of enactment, FEMA and NOAA, consulting CDC, would set the temperature-and-duration threshold that defines an extreme heat event. The President would issue rules on agreements, eligible costs, an appeals process for denials, and coordination with NOAA.
