Reliable Grid Act
Sponsored By: Representative Burlison, Eric [R-MO-7]
Introduced
Summary
Prioritizes grid reliability in federal energy rules and directs relief to stop early shutdowns of existing power plants. It would require regulators to show new rules will not cause the loss of reliable generating capacity before those rules move forward.

- Households: Frames reliable, affordable electricity as essential to health and safety and says threats to reliability endanger public health and life.
- Power plant owners and workers: Would direct the EPA Administrator to identify coal, natural gas, nuclear, and geothermal units in danger of premature retirement and provide waivers to prevent shutdowns.
- Regulators and grid operators: Would have the Federal Energy Regulatory Commission coordinate with the North American Electric Reliability Corporation to create standards that acknowledge solar and wind can be near-zero during peak demand and would halt certain power-sector rules from the prior administration until evidence shows they will not force retirements.

Pause EPA rules on power plants
If enacted, the EPA would be barred from enforcing rules that restrict the continuous, previously permitted operation of certain on-demand power plants. This would cover units on the bulk-power grid that can adjust output on demand, including steam units, integrated gasification combined cycle units, and stationary combustion turbines. The pause would last until the North American Electric Reliability Corporation rates every area as "normal risk" under its December 2023 long-term reliability report. This aims to protect grid reliability while that risk remains. The bill would also set definitions for who is covered and would take effect upon enactment.
