Defense Department could expand AI software buying

The bill would let the Defense Department buy and modify AI software and data to meet its needs. It could buy cloud software (software-as-a-service) or software products. It could buy data by subscription (data-as-a-service) or as one-time supplies. The department could also research, develop, test, and evaluate this software. Money for this could come from funds already available to the Secretary for any purpose. The Secretary would issue or update rules to oversee these purchases and changes.
