Summary

Expands the Santa Monica Mountains National Recreation Area to include the Rim of the Valley Unit. This bill would set the recreation area boundary using two official maps and allow the National Park Service to administer any land or interests acquired within the Rim of the Valley Unit under the area's existing laws, while preserving ongoing water and utility operations subject to measures that reasonably avoid or reduce impacts.

Expand Santa Monica Mountains park boundary

If enacted, the park boundary would grow to include areas shown on two maps: 80,047-C (Aug 2001) and 638/179670x (Apr 14, 2023). These maps would be on file for the public at National Park Service offices. The Interior Secretary could make small boundary fixes after notifying key committees and publishing notice in the Federal Register. Any land the Secretary acquires in the unit would be managed under Santa Monica Mountains National Recreation Area rules.

Utility work allowed, avoid park harm

If enacted, adding the Rim of the Valley Unit would not stop water or utility operations, upkeep, or changes. Utilities and water facilities could keep working, but they would need to reasonably avoid or reduce harm to park resources.
