Postal Service would repay late mail fees

If passed, the Postal Service would repay the total late fees and penalties you paid when its delivery made you late. You could apply online, by mail, or at any post office. A bill or notice would qualify only if USPS got it at least 12 days before the due date and delivered it less than 6 days before. A mailed payment would qualify only if USPS got it at least 5 days before the due date and delivered it after the due date. Delays outside USPS control (like a major disaster or a presidential emergency) would not qualify. You could appeal a denial within 30 days to the Postal Service Judicial Officer, whose decision would be final. USPS would issue rules within 60 days after enactment.
