Summary

New U.S. training for young African leaders

If enacted, the bill would create the Young African Leaders Initiative to build leadership, entrepreneurship, and public management skills in sub-Saharan Africa. The Secretary of State would run the Mandela Washington Fellowship for Africans ages 25–35, publish eligibility and selection criteria, and host a six-week U.S. leadership institute and an annual fellowship summit. USAID would establish at least four regional leadership centers and an online network to train people ages 18–35 and provide alumni training, technical help, funding access, and networking. The bill would authorize reciprocal exchanges with alumni (subject to Secretary of State approval). These authorities would begin on enactment but would expire five years after enactment.
