More flexibility to update veterans' vocational rehabilitation plans to match changing employment handicaps and long-range goals. This law sets a clear review and decision framework for the Secretary of Veterans Affairs to either redevelop a veteran’s individualized plan with the veteran when goals are no longer feasible or to disapprove redevelopment when it is inappropriate.

- Veterans: Veterans can have their individualized vocational rehabilitation plan redeveloped with the VA if a change in their employment handicap makes original long-range goals unlikely. This gives veterans a clearer path to plans that better match their current abilities.
- VA counselors and program staff: VA staff get explicit authority and criteria to review plans, propose redevelopment, or disapprove redevelopment based on whether a different plan is likelier to achieve long-range goals.
- Rehabilitation outcomes: The law ties any changes back to established long-range goals and plans under subsection (a) so revised plans aim to improve the chance of achieving those goals.

Clear rules to update VA rehab plans
VA reviews your current vocational rehabilitation plan. If your long-term job goals are no longer feasible because your ability to work has changed, VA must redevelop the plan with you using its standard process. If VA decides a new plan is not appropriate, it must disapprove redevelopment. This applies now to veterans enrolled in VA vocational rehabilitation.
