Summary
Bans Sister City ties with foreign adversaries. This bill would stop the District of Columbia from forming Sister City relationships with jurisdictions in countries defined as foreign adversaries and would require ending existing adversary ties on a set timetable.

- District government: It would bar the District from entering any new Sister City relationship with a jurisdiction located in a foreign adversary country as defined by reference to 10 U.S.C. 4872(f)(2).
- Existing partnerships: Any Sister City relationship with a jurisdiction in a foreign adversary country that is already in effect must end by the earlier of the relationship's scheduled end date or within 180 days.
- Federal liaison funding: The District may not use federal funds for liaison and outreach to the diplomatic and international communities unless the District certifies to the President that it is in compliance with this law.
