Boost for housing near transit

If enacted, Capital Investment Grant projects could get one extra point on a five-point score. To earn it, applicants would show pro-housing rules within walking distance of the route. Examples include cutting parking minimums, by-right approvals with clear standards, smaller lot sizes, using public land, and higher height or unit limits. USDOT would consult HUD to estimate new and preserved homes, including below area median income. Projects that get the boost would report the policies used and expected unit counts.
