Treat rioting as racketeering offense

This bill would add the federal rioting offense to the list of crimes that count as racketeering. If enacted, prosecutors and private plaintiffs could allege rioting (as defined in federal law) as a predicate act in criminal and civil racketeering (RICO) cases. The bill would not create new crimes or penalties, and it would not include a start date, funding, or new programs.
