Summary
Adds an immigration-related aggravating factor to federal death penalty cases. The bill would amend 18 U.S.C. §3592(c) to define "illegal alien" for aggravating-factor purposes as a person who came to, entered, or remains in the United States in violation of federal law and who has been convicted of killing, attempting to kill, or conspiring to kill a United States citizen, and it would make that status an additional aggravating factor prosecutors and courts can cite when deciding whether to seek or impose the death penalty.
