- Covered service members and veterans: Would focus on anyone who served in the Army, Navy, Marine Corps, Air Force, or Space Force as rotary‑wing aircrew or aviation support personnel on or after February 28, 1961 and who receives military health benefits. Phase I would compare cancer prevalence and mortality to the general population and use a female‑specific comparator for breast cancer.
- If Phase I finds elevated rates: Phase II would try to identify carcinogenic toxins or hazardous exposures linked to rotary‑wing operations and other service exposures such as burn pits or contaminated water. Phase II must also locate service sites and duties that correlate with the increased cancer findings.
- Researchers and policymakers: The Defense Health Agency would coordinate with the National Institutes of Health and the National Cancer Institute, use SEER and the FY2021 NDAA study among data sources, require SEER‑consistent formatting and disaggregation by race, gender, and age, and report findings to the specified congressional committees within the bill's timelines.
