Sponsored By: Representative Schneider, Bradley Scott [D-IL-10]

Introduced

Summary

This bill would bar the President from imposing emergency duties on baby and children's toys under the International Emergency Economic Powers Act. It would require termination of any such IEEPA duties already in effect and would void substantially similar duties imposed under other authorities.

Show full summary
  • Families and children: Would protect a defined set of items — including products for children under age three, tricycles and scooters, playpens and play yards, baby swings, and educational toys — from IEEPA duties.
  • Importers and manufacturers: Would terminate existing IEEPA duties on those covered items and prevent new IEEPA duties from being applied. Duties imposed under other legal authorities that are substantially similar would be stripped of legal effect.
  • Executive branch and trade enforcement: Would limit the President's ability to use IEEPA to levy emergency tariffs on the listed toy categories and narrow the scope for similar tariff actions under other authorities.

Protect baby and learning toys from import duties

If enacted, the President would be barred from adding emergency import duties on certain baby and learning toys. Any such duties in place on the enactment date would end. Duties from other authorities that are substantially similar would not apply. Covered items include products for children under 3; tricycles, scooters, and pedal cars; playpens and enclosures; baby swings; and educational toys. This could help keep prices from rising for parents and lower costs for importers and stores.
