HHS would set up a 22-member Gun Safety Board within one year. The board would do original research. It would publish yearly recommendations in the Federal Register and on an HHS site. Within two years, it would run a grant program that uses at least half of its funds for research and public education on gun violence. Congress would authorize $5 million in each of the first two budget years and $25 million each year after.

Protect research funds and define firearm

Agencies would be barred from cutting other federal gun violence research to pay for this program. The bill would also use the federal definition of firearm in 18 U.S.C. 921 to decide what is covered.
