Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

BIS computer upgrades and funding

If enacted, this bill would direct the Under Secretary to modernize the Bureau of Industry and Security's IT through fiscal year 2030, subject to appropriations. It would authorize $25,000,000 to be appropriated for each of fiscal years 2026 through 2029. The modernization would build a unified case and customer system, add data fusion, analytics, supply-chain tools, and safer data-sharing with agencies and partners. The bill would also require BIS to reassess staffing and test IT solutions for productivity, cost, security, and ease of use.

Stronger export controls and listings

If enacted, the bill would urge the Bureau to speed up Entity List, Military End User List, and Unverified List decisions for countries of concern like China, Russia, and Iran. It would direct better tracking of military end users and spotting evasive trade patterns and shell companies. The bill would also ask BIS to map China's defense industrial base and links with other countries to inform future export controls. These are congressional directions and could lead to more checks or enforcement on exporters.
