Highway Funding Transferability Improvement Act
Sponsored By: Representative Hageman
In Committee
Summary
Raises the share of Federal‑aid highway funds states can transfer under 23 U.S.C. 126(a) from 50% to 75%. That change would let states and local governments move up to three quarters of eligible federal highway dollars into other transportation uses allowed by that statute.

States could shift more highway funds
If enacted, state and local transportation agencies could move more federal-aid highway money to other allowed projects. The transfer cap would rise to 75%, up from 50%. This would only change that percentage. It would not change who can transfer or the timing rules. Communities could see different projects funded; household effects would be indirect.
