This bill would tie Members of Congress pay to whether active-duty service members are receiving their pay, pausing and escrowing congressional pay whenever military pay is disrupted during a lapse in appropriations. It creates a process to withhold those Member payments and release them once service members' pay resumes.

Congress pay withheld if troops unpaid
If enacted, when service members on active duty, including reservists, do not get pay due to a funding lapse, Members of Congress would have their pay withheld on those days in that pay period. The House or Senate payroll office would place the withheld pay into an escrow account. The money would be released as soon as the lapse ends. To follow the 27th Amendment, any money still in escrow would be paid on the last day of the 119th Congress. The Treasury Secretary would help the payroll offices carry this out.
