Sponsored By: Representative Arrington, Jodey C. [R-TX-19]

Introduced

Summary

Redirects unspent House Members' Representational Allowance (MRA) funds to federal deficit or debt reduction. It would require any MRA dollars left after annual payments to be deposited in the Treasury and used to cut the deficit or, if no deficit exists, to pay down federal debt starting in fiscal year 2026.

Show full summary
  • House offices would no longer keep leftover MRA dollars available for representational purposes. Any unspent amounts would go to the Treasury instead.
  • The federal budget would receive extra sums for deficit reduction or debt paydown when MRA funds are left over.
  • The Secretary of the Treasury would decide how to apply the deposits and the House Committee on House Administration would write rules to implement the change. This takes effect for fiscal year 2026 and each year after.

*Would direct leftover MRA funds to reduce the federal deficit or lower the federal debt.*

Leftover House office funds to cut debt

Starting in fiscal year 2026, any leftover House Members’ Representational Allowance money would go back to the U.S. Treasury. Treasury would use it to reduce the federal budget deficit. If there is no deficit, Treasury would use it to reduce federal debt. The Secretary of the Treasury would decide the method. The Committee on House Administration could set rules to carry this out. This would not send money directly to households.
