Split unspent federal agency funds
If enacted, when a federal agency leaves appropriated funds unspent at the end of their availability, the bill would split that total. 49% would remain available for one more fiscal year. 49% would be used to pay principal and interest on the public debt. 2% would be set aside for retention bonuses within the agency and must be used no later than 30 days after the period ends. Each bonus paid from that 2% would be capped at 10% of the employee’s basic pay. Any money left after paying bonuses would go to pay public-debt principal and interest. If this allocation rule is applied, the agency’s next-year budget submission and its budget request in the President’s annual budget would not be allowed to exceed the prior year’s budget request adjusted only by the percentage change in the Consumer Price Index (all items—U.S. city average).
Which agencies are covered
If enacted, the bill would define "Federal agency" for these unspent-funds and budget rules to mean Executive agencies and other executive-branch entities. It would explicitly include the United States Postal Service and the Postal Regulatory Commission. It would explicitly exclude the American National Red Cross. This definition would apply only for the section that sets the allocation, retention-bonus, and budget-request rules.
