Summary

Makes the Migrant Protection Protocols mandatory. The bill would replace "may" with "shall" in 8 U.S.C. 1225(b)(2)(C) to convert MPP from a discretionary policy into a statutory requirement that the entity named under that subsection must carry out MPP, and it does so without adding funding, eligibility criteria, geographic or demographic targets, phase-ins, sunsets, definitions, oversight, or enforcement mechanisms.
