Summary
Stops shifting Renewable Fuel Standard obligations off exempt small refineries. This bill would amend the Clean Air Act so the EPA Administrator cannot reallocate a small refinery's renewable fuel obligation when that refinery has an exemption extension under section 211(o)(9)(B). It would also require that gasoline and diesel refined by such small refineries be counted toward the owner's or operator's annual production or import totals when calculating obligations.

Stop shifting renewable fuel duties to others
If enacted, EPA would be barred from moving a small refinery’s exempt renewable fuel obligation onto other refiners or importers for that calendar year. Other obligated parties would not get extra renewable fuel duties because a small refinery got an exemption extension.
Owners must count exempt refinery fuel volumes
If enacted, when EPA sets a company’s renewable fuel obligation for a year, it would include gasoline and diesel made at any of that company’s small refineries that received an exemption extension. This could raise the owner’s required renewable fuel credits and compliance costs for that year.
