This bill would tighten rules for issuing commercial driver’s licenses to non-domiciled individuals, making domicile and immigration checks central.   • The Secretary of Transportation would prescribe implementing regulations and require states to retain issuance records for at least 2 years and provide those records to the Secretary within 48 hours when requested.
