Summary
Gives the District of Columbia authority to set its own clemency rules. This bill would let D.C. enact a law to grant pardons, reprieves, commutations, or remission of fines for crimes under D.C. law. It preserves any clemency powers the President or the Mayor exercised before D.C.'s law takes effect. It also allows D.C. to apply clemency to crimes committed before, on, or after the law's enactment. The bill defines clemency to include a pardon, reprieve, commutation, or remission of financial penalties.
