Review of FHA loans for modular homes
HUD would review FHA construction loans to find barriers to modular and manufactured homes, including rigid draw schedules. The review would also list steps HUD can take under current law. The Secretary would have to publish a report within 1 year after enactment. Within 120 days after that report, HUD would start rulemaking on an alternative draw schedule. The public could comment, and HUD would then issue a final rule or explain why not.
Defines what counts as a modular home
The bill would define “manufactured home” and “modular home.” HUD would use these terms to apply the review, rulemaking, and grant. This would take effect upon enactment and mainly clarifies coverage.
Grant to study modular home standards
HUD could award a grant to study a standard code system for modular homes. The study would look at module serial numbers, security, design, and how codes link to financing incentives. Congress would authorize whatever funds are needed, if appropriated. This would begin upon enactment.
