Grasslands Grazing Act of 2025
Sponsored By: Representative Hageman
In Committee
Summary
Would align grazing authority for national grasslands with the National Forest System definition. It would change the land reference in Section 402(a) of the Federal Land Policy and Management Act of 1976 so ranchers with grazing agreements on national grasslands are treated like permittees on other federal lands.

- Ranchers and permit holders: Ranchers with grazing agreements on national grasslands would get a clearer legal basis for leases and permits. The change aims to make their treatment consistent with permittees on other federal lands.
- Federal land managers and statutory scope: Federal land managers would apply the National Forest System land definition when authorizing grazing under Section 402(a). The amendment would preserve other FLPMA provisions that apply to national grasslands and retain the scope of the Bankhead-Jones Farm Tenant Act and the Public Rangelands Improvement Act.

New grazing land definition for ranchers
This bill would replace the phrase "lands within National Forests" with "National Forest System ... land" in a grazing rule. If enacted, this would change which federal lands count for grazing leases and permits on national grasslands. If you hold or apply for a federal grazing permit on national grasslands, this would change whether your land is treated like other National Forest System permits. The bill would not change other FLPMA rules for national grasslands, and it would preserve related Bankhead-Jones and Public Rangelands Improvement Act provisions. The change would take effect upon enactment.
